| 1. |
The
League shall be known as "The Formby and District Snooker League" |
| 2. |
The
Committee shall consist of President, Chairman, Vice Chairman, Secretary
and Treasurer elected at the Annual General Meeting, plus team delegates.
The Committee may co-opt members. Voting at the A.G.M. shall be one
vote per team. No other votes shall be allowed except the Chairman's
casting vote. |

Teams
failing to have a representative at the A.G.M. shall disqualify such
teams from participating in the league the following season. In the
event of unusual or extenuating circumstances arising, the decision
of the incoming committee shall be final. |
| 4. |
Eight
voting members at the Annual General Meetings or Extraordinary Meetings
and five at Committee Meetings shall form a quorum. To call an E.G.M.
the reason(s) in writing and eight voting members signatures must
be submitted to the Secretary. The Committee may also call an E.G.M. |
| 5. |
All
team and individual fees must be received by the October Committee
Meeting each year. Failure shall mean automatic suspension from all
league competitions until arrears have been paid. Fees levels shall
be set by the Committee. |
| 6. |
Teams
withdrawing after the fixtures have been prepared and printed shall
be requested to provide a written explanation to the Committee who
shall take appropriate action, which may include suspension from the
league of team or players. |
| 7. |
Teams
shall consist of six players, and home captains shall be responsible
for providing referees and markers. The home captain shall nominate
tables and the away captain shall pair players. |
| 8. |
Teams
must register a minimum of seven players, to be submitted at the August meeting.
After this meeting additional registrations must be made by contacting
the secretary 24 hours before the new player is required to play up to
31st December. After this new players registrations must be requested
at monthly meetings. The secretary can use his discretion in exceptional
circumstances. Teams fielding a player who is not registered will incur
a one point fine and shall concede that frame. |

Players
are allowed to register for one team only and transfers must be agreed
by the Committee. |
| 10. |
Matches
shall be played on Wednesdays commencing at 7.30p.m. where clubs have
one table or 8.00p.m. where clubs have two or more tables. When a
match does not start within 15 minutes of the alloted start time,
the defaulting team shall forfeit one frame for each table not in
use. Clubs are requested to make sure their facilities are open 30
minutes prior to the start of a match. |
| 11. |
Team
captains shall be responsible for the continuity of the match. Continuity
shall be broken if the interval between frames on both tables exceeds
15 minutes. Defaulting teams shall forfeit one point for each breach
of the rule. |
| 12. |
If a team fails to provide 6 players for a match, the word 'Absent'
must be put on the scorecard in the appropriate place. The team shall
be deducted 1 point per player short and shall concede that/those
frame/s. If this is known to have been abused with a false name inserted
on the score-card BOTH teams involved in the match shall be fined 1 point.
Where a team suspects or knows for certain they are to be short they should
advise the opposing Captain before the first names are placed on the card. |

Scoring
in league matches shall be one point per frame. Cup matches shall be decided on
(i) Aggregate score including any handicap for the ‘Mac & Jack’ Pairs &
‘Tower Heating Pairs’. (ii) By Frame scores including any handicap for the ‘Allan Parker’
and ‘Harold Mills’ KO Cups. (In the event of a 3-3 draw the overall aggregate including
any handicap shall decide the winner.) (iii) By Frame scores including any handicap
for the Formby Times Handicap. (iv) By Frame scores for the Clare Cup Championship.
If in Team Competitions the scores are still level the final two players or pairs
shall fight out a re-spotted Black. |
| 14. |
Any
team wishing to lodge a protest must do so in writing within seven
days of the incident to the Secretary, accompanied by a fee of £5
which shall be forfeited if the protest is considered frivolous, but
refunded otherwise. A copy must be sent to the team cited and except
for giving evidence no member of the Committee may sit at an enquiry
in which his club is involved. |
| 15. |
Both
captains shall sign result cards and the home captain is responsible
for ensuring that cards are received by the Secretary no later than
the Saturday following the match. E-Mailed copies of results are accepted
by the deadline but the original result card must follow within 7
days. Late cards will result in 1 point being deducted from the home
side and a further 1 point for each week the card is not delivered. |

In
the event of a tie on points for the Division Championship the teams
concerned shall play off on neutral tables as arranged by the Committee.
In the event of a tie on points for the ‘Joe Rigby’ Handicap League the team
with the highest handicap shall be declared the winner.

| 17. |
Handicaps
for team and individual competitions shall be set by the Committee,
also for league matches when required and may be subject to review
at any stage up to the quarter finals. Team handicaps shall be arrived
at by adding the 6 lowest individual handicaps in each team together.
This figure shall then be halved for the 'Mac & Jack' Team pairs.
Players winning the Formby Times Handicap or Tower Heating Pairs shall
have a 7 point penalty on their handicap for the following 5 years.
If the Pairs winners stay together a 14 point penalty ( 7 each ) shall
be raised. If the pairs winners are split, they will each carry the
7 point penalty with their new partner. Penalties shall only be raised
on the competition they have been earned and shall not affect Team
Handicaps. A player shall have the right of appeal to the Committee
before his first match is played after which he loses that right.
The decision of the Committee shall be final. |
| 18. |
In
the event of a match being abandoned through light failure or other
cause, frames completed shall count and completion of the fixture
shall take place within 28 days. |
| 19. |
A FOUL and a MISS
must be called if the striker fails to hit the ball on when there is a clear path in a straight
line from the cue ball to the ball on, unless, in the opinion of the referee, the stroke required
to be played is of a similar degree of difficulty to a full ball snooker, and the striker makes
a reasonable attempt to hit the object ball. If full ball contact
is available then after a third miss the game will be awarded to the opponent. If the ball on is snookered full ball, then a FOUL and a MISS will only be called if, in
the opinion of the referee, the striker has not made a reasonable attempt to hit
the ball on. If snookers are required, either before, or, as a result of the stroke played,
then a foul and a miss will not be called unless, in the opinion of the referee, the
striker has not made an attempt to hit the ball on. If, in the case where full ball contact is available, a FOUL and a MISS
has been called and, as a result of a second FOUL and a MISS being called, snookers
would be required, the FOUL and a MISS must still be called and the striker must be warned
that any further miss would result in the game being awarded to the opponent.
In League matches three misses leads to loss of frame. In Cup Competitions where
the matches are decided by frames that frame shall be lost. In Cup Competitions
where the matches are decided by frames and then by aggregate in case of a 3-3 draw
or just on aggregate, the frame shall be lost and 100 points added to the frame
winners score. |
| 20. |
The
Committee shall have the power to suspend or expel any player or team
for wilful conduct detrimental or injurious to the league. |
| 21. |
In
the event of a match being postponed no players who played in a match
on the scheduled night of the match can play in the rearranged match.
All replays must be completed within 28 days of the original date,
the 'innocent' party to supply three different days in separate weeks,
one of which must be accepted |
| 22. |
All
correspondence shall be addressed to the League Secretary at his private
address. |
| 23. |
Proposals
for new/alteration to existing rules and notice must be received in
writing by the Secretary not less than 14 days prior to the A.G.M. |
| 24. |
All
trophies are the property of the League and can not be won outright.
They must be returned in good condition at the monthly meeting prior
to the appropriate finals. |
| 25. |
All
players who register with the League agree to abide by all the rules
of member clubs of the League. |
| 26. |
Any
team or individual competitions should be arranged mutually between
the captains/players unless scheduled dates are set. In the event of difficulty it is necessary for
the home captain/player to offer the away captain/player three dates,
one of which must be accepted. The three dates must be three different
weekdays spread over at least two weeks. League matches are only able to be moved where
BOTH teams are in agreement. |
| 27. |
All
teams must be represented at monthly meetings by a registered player from that team. The penalty for non-attendance
shall be a deduction of 1 point from the team concerned. Points deducted from
meetings after the final League game shall be carried forward to the following season.
This deduction shall also be raised if the delegate arrives after 8:15 pm or leaves
before the meeting is closed. |
| 28. |
Teams collecting trophies
for team events must be represented at the presentation by at least
3 registered players. If the team concerned does not provide 3 players the whole teams trophies
shall be retained by the League for use in the future or returned if possible to the supplier for
reimbursement. |
| 29. |
The
Committee shall have the power to deal with any matter not covered
in the rules, and all decisions shall be final. |
